Welcome to American Government! This course will require you to analyze the principles of power and politics, to examine the rights and responsibilities of citizenship, and to understand the function of the American and other governing systems. An historical perspective will permit us to trace several themes in American government, including the continuing challenge of forming a more perfect union of realized ideals. Our lessons will be structured to foster a great deal of interaction and independent inquiry. Our Founding Fathers, fearful that any government could grow until it threatened liberty, wrote several restraints on governmental power into the Constitution. One of these restraints was federalism, a system in which governing power is shared between a central and regional governments. In this way the Constitution also preserved a role for the state governments, a critical condition for gaining the acceptance of people who had recently waged war for the independence of their states.

The two layers of governments do occasionally conflict, so the boundaries between them subtly shift from time to time. In this chapter we will study the relationship between our national and state governments, and between the various states. Interest groups share many of the features of political parties. People join them voluntarily to help focus attention on public policy issues, and they raise money to participate in the electoral process. They are different in two significant respects - they do not nominate their own candidates, and they are far more ideological. While you may find two Democrats disagreeing over abortion, it would not make sense for members of a Pro-Life group to consider themselves Pro-Choice.
